Some legislators have an automatic response that goes out every time they receive a communication from a constituent. Alex Padilla, for example, here in CA does that. It doesn't mean his office isn't also reading the email and tallying the opinion. They are. Other legislators send more thoughtful responses. Either way, yes your outreach matters--especially the phonically! Keep it up!
